Cricket officials reiterate call for TTCB meeting

A GROUP of local cricket officials, including the outspoken former West Indies Players Association (WIPA) president Dinanath Ramnarine, have called for a special meeting with Trinidad and Tobago Cricket Board (TTCB) general secretary Arjoon Ramlal.

In a letter issued to Ramlal on June 3 2016, the group, which also includes Zonal representatives Winston Sobers (North), Ramesh Dharamdeo (South West) and Chaitram Ramjitsingh (South), commented, “the voting provisions of the TT CB’s constitution for the members of its board are undemocratic, unfair, unconstitutional, contrary to good governance and, as such, not synonymous with the spirit and intent in which it was incorporated under Act 34 of 1989, the Constitution of Trinidad and Tobago Cricket Board and the Constitution of Trinidad and Tobago”.

The group called for a special meeting “in accordance with Article 13:02 of the TT CB constitution” within 14 days of receipt of the letter to discuss and vote on a few matters. Firstly, the group asked for an amendment of Article 4.01 of the TT CB Constitution from “the officers referred to in 3.02 (i) above shall be elected at an Annual General Meeting of the Board for a three-year term. They shall not necessarily be elected from members of the Board and shall hold office until the termination of the meeting at which their successors are elected. Outgoing Officers shall be eligible for re-election and to vote.” Instead they want the amendment to read “the officers referred to in 3.02 (i) above shall be elected at an AGM of the Board for a threeyear term. They shall not necessarily be elected from members of the Board and shall hold office until all positions are declared vacant and the election of Officers where their successors are elected. Outgoing Officers shall be eligible for re-election and are unable to vote.” Secondly, they have called for Article 4.01 (iii) of the TT CB Constitution to be changed from “for the purpose of electing members referred to in 3.02 (v) above, the six Nominated Members shall be eligible to vote at the AGM and to stand for office. If any Nominated Member is elected as one of the six Executive Members, he shall be reconfirmed as a Nominated Member at the first meeting of the Executive after the AGM at which elections are held.” The group wants the amendment to read “for the purpose of electing members referred to in 3.02 (v) above, the six Nominated Members shall be elected at the first meeting of the TTCB after its AGM at which Officers and Executive Members are elected. The outgoing Nominated Members shall be eligible to serve another term but shall not have a right to vote at the AGM at which elections are held.” They have also pleaded for the amendment of Article 9.01 of the TTCB Constitution from “the two Nominated Members referred to in Article 8.02 (iii) shall be appointed at the first meeting of the Zonal Council after its AGM at which officers were elected.

The Outgoing Nominated Members shall be eligible for re-election to hold office and to vote” to “the two Nominated Members referred to in Article 8.02 (iii) shall be elected at the first meeting of the Zonal Council after its AGM at which Officers and Executive Members are elected.

The Outgoing Nominated Members shall be eligible to serve another term but shall not have a right to vote at the AGM at which elections are held”.

Fourthly, the group called for the amendment of the TTCB Constitution to incorporate the foregoing amendments if they are voted in favour of by the sitting executive of this Special Meeting.

“Since the 12 members of the TTCB, the TTCB officers and the nominated members are parties of interest subject to the proposed amendments (mentioned), it is a requirement that they are recused from taking part in the said Special Meeting,” the letter mentioned.
