In Omaha, Nebraska, the Roman Catholic Archdiocese will investigate whether Father Flanagan, the founder of the Boys Town organisation should become a saint.
The Archdiocese has said it will place a public notice on the door of St. Cecilia's Cathedral in the city to ask the public to contribute opinions on whether the idea should be pursued.
Members of the church will be invited to express their thoughts on Father Flanagan's life work, in which he took in poor children who lived on the streets.
Boys Town was formed by Father Flanagan in 1917.
The organisation now has buildings throughout the United States, concentrating on shelter and psychological counselling for youths at risk.
Two miracles must be connected to a person prior to sainthood in the Roman Catholic Church.
