you are actually straying from the term in its core meaning. racism does not equal opression or control over one person, a racist does not even need to dislike another person in its purest form it a racist can be defined as someone who sees difference within race.
racial discrimination  can be defined as someone thinking it is alright to DISCRIMINATE  someone based on their race that does not even mean that their form of discrimination is opressive or harmful to that person.
