Bush/Chaney had the congress behind them.  Congress approved the wars. etc.  If Congress voted no to the wars, it would have ended right there.

unless Trump gets that kind of support, he is alone...sorta like Obama...who can't even do anything without Congress saying no.  Example, they already told him they will not even consider anyone he nominates for the supreme court.  They said NO to anything he suggested.  The only reason he was able to pass Obamacare and other bills was the Democrats were majority during the first 2 years of his presidency!
