Okay I don't regard Tino highly, but you're being way too harsh on Tino. I guess it's true that you can't rely on Tino to lead an attack. IMO anyways.
Rampaul is the only wicket taking bowler I can think of ATM leading the attack.

* The fact is Edwards played in 55 tests and took 165 wickets----that's 3 wickets per test.
* Great bowlers usually average 4+ wickets per test.
* Edwards with an average of 3 wickets per test turned out to be an average performer.
* By the way, in the history of WI cricket, only 9 bowlers took more wickets than Edwards---see link:

BOTTOM LINE:
Fidel Edwards was undoubtedly an excellent talent----the great WI batsman Brian Lara saw something special in him. But Fidel's inability to maximize his talent into becoming a more productive bowler cannot be blamed on the WICB----Fidel just didn't have what it takes to be a great bowler----the numbers don't lie---Fidel Edwards was an average bowler after 55 tests----he took 165 wickets at an average of 37.87.
