Create entity states like Berbice, Demerara and Essequibo...in other words federalize the country. In this way, they will decentralize the power, and distribute the resources accordingly. Better fiscal policy, and more accountability from the new 'governors.'

Also, I will implement that audited financial statement be submitted anually by all senior public servants. This must be done to ensure that there are no ill-begotten gains.

Also, there must be compulsory rotation of the ministerial positions after every 2 years. More accountability and transparency.

That is why it lends itself to corruption....when you are there for only a short period of time you will have to make changes to prove your worth. The ministries should be review annually.

And whistle blowers should be given immunity and compensation to commesurate with the savings to the country.
